The Ethiopian Regulatory Framework for Beef Export
Beef export from Ethiopia is governed by three primary institutions:
EMDIDI — Ethiopian Meat and Dairy Industry Development Institute
Issues export licenses to meat processing facilities. Conducts regular inspections of slaughterhouses and cold stores. All beef exporters must hold a current EMDIDI license.
Ministry of Agriculture — Veterinary Services
Issues veterinary health certificates confirming that animals were healthy at slaughter and that the meat is free from disease. This certificate is required by all importing countries.
Ministry of Trade and Regional Integration
Oversees export permits and trade compliance. Exporters must register with this ministry and maintain an active export license.
Slaughterhouse Requirements
Only EMDIDI-approved abattoirs can produce beef for export. These facilities must meet the following standards:
- Separate lairage (holding area) for animals awaiting slaughter, with veterinary ante-mortem inspection
- Dedicated halal slaughter line with certified Islamic slaughtermen
- Post-mortem veterinary inspection of every carcass
- Chilling rooms capable of reducing carcass temperature to 0–4°C within 24 hours of slaughter
- Blast freezing capability to reach −18°C for frozen product
- HACCP-compliant processing environment with documented cleaning and sanitation procedures
- Cold store with continuous temperature monitoring and data logging
Halal Certification Requirements
All Ethiopian beef exported to GCC and Muslim-majority markets must be halal certified. The certification process involves:
1. Slaughterman Certification
Each slaughterman must be a practicing Muslim and hold a certificate from a recognized Islamic authority.
2. Slaughter Method Verification
Animals must be slaughtered by hand with a sharp blade, with the name of Allah invoked. Stunning is subject to destination-country rules.
3. Third-Party Audit
A recognized halal certification body audits the facility and issues a certificate valid for 12 months.
4. Certificate on Each Shipment
A halal certificate specific to each shipment (with lot numbers) is issued and included in the export documentation.
Quality and Grading Standards
Ethiopian beef is graded based on the following parameters. Buyers should specify their requirements at the time of inquiry:
